A hub without its own supply shares whatever the host port can give, which is fine for a keyboard and a mouse and not fine for two bus-powered drives. Powered hubs solve that. If a dock is going to drive displays, check what it can deliver back to the laptop as well, because a dock that undercharges the machine is a slow annoyance.
